We sent this email at 7 p.m. on Thursday, Oct. 16, 2025, to individuals who had financial activity on their account for 2025 and didn't have an SSN or TIN on file.

Dear [first],

You are required by federal law to provide a Social Security number (SSN) or Taxpayer Identification number (TIN) to CU Boulder for tax purposes.*

If you fail to do so, the U.S. Internal Revenue Service (IRS) may impose a financial penalty of $50 (26 CFR 1.6050S-1(e)).

To resolve this issue, submit an SSN/TIN update form and a copy of your SSN or TIN card to the Office of the Registrar by mail or secure document upload by 5 p.m. on Wednesday, Dec. 17, 2025.

This requirement does not apply to international students who are not eligible for a United States SSN or TIN.

CU Boulder Employees

You may have reported your SSN to HR, however, our systems do not currently communicate and you will need to report it to the Office of the Registrar as well to fulfill this requirement.

Privacy

CU Boulder protects the confidentiality of personally identifiable information and will not disclose an SSN or TIN for any purpose not permitted by law or policy (including FERPA) without your consent.

*Federal Requirement

Section 6109 of the Internal Revenue Code requires you to provide your correct SSN or TIN so CU Boulder can file Form 1098-T (Tuition Statement) with the IRS and provide a statement to you.

The degree audit system will undergo a system upgrade beginning 5 p.m. on Friday, Nov. 14 and through Sunday, Nov. 16.

If you’re planning to check your degree progress (audit) to prepare for registration, please note that the degree audit system will be unavailable during this time.

After the system upgrade, you'll notice a slightly new look and feel. And if you're a student with access to the "Plans" tab, please note that this planner functionality will be going away. If you previously completed a plan that you wish to keep, please download a copy for your records.

COF was created by the Colorado Legislature to pay a portion of total in-state tuition for eligible undergrads. There's no limit to the number of students who receive it, and you never have to pay it back.

To Correct Your Record

To resolve this error, follow our step-by-step instructions to update your record by 5 p.m. on Friday, Dec. 5, 2025.

Do not email anything containing your SSN. Doing so could put you at high risk for identity theft.

Once you receive an email confirming that your record was updated, follow our online instructions to authorize COF by 11:59 p.m. on Wednesday, Dec. 12, 2025.

Congratulations on being approved for in-state tuition as an honorably discharged veteran. We want to thank you for your service and provide some information about the potential benefits of becoming a Colorado resident for tuition purposes.

Financial Benefits of Becoming a Resident

As an honorably discharged veteran, you'll be assessed the in-state tuition rate as long as you're at CU Boulder. However, if you are 22 years old or older, or a graduate student, you can act now to become a full Colorado resident, and then apply for 2026–27 financial aid, you could be considered for additional aid next school year.

Colorado residents are considered for state and CU Boulder grants, which may significantly increase your financial aid offer.

Your Next Steps to Petition for a Residency Change

Step 1: Submit Your Free Application for Federal Student Aid (FAFSA)

If you do intend to become a Colorado resident and you haven't done so already, submit your 2026–27 FAFSA and any requested documentation. The FAFSA will be available October 1 for the upcoming school year. Learn more about applying for aid.

Step 2: Take Action to Establish Colorado Domicile

The clock started ticking to establish Colorado domicile when you physically moved to the state. To prove your intent to make Colorado your one, true, fixed and permanent home, you're required to:

Get a Colorado driver's license within 120 days of moving to the state.
Register your vehicle (if you have one) in Colorado within 180 days of moving to the state to avoid penalties.
Establish additional Colorado ties by, for example, registering to vote in Colorado, paying Colorado income taxes and finding employment in Colorado.

Step 3: Submit a Residency Petition

Use our residency calendars to determine the first semester for which you'd qualify for in-state residency. Once petitions open for that term, submit your residency petition with all required documentation to the Office of the Registrar by the posted deadline.

Safety and emergency notifications require accurate student location information. Access to certain services and benefits are based on your location. Compliance with regulations for international students requires the university to maintain accurate address information. Ensuring your contact information is current allows the university to reach you with necessary updates, alerts and other important information.

How To Do It

To update your contact information:

Log in to Buff Portal.
Select your profile at the top right.
Select "Account Settings," then "Profile and Privacy."
On the contact information menu, select the type of information you want to update (e.g., addresses, phone numbers, emergency contacts).
Follow the instructions on the page to add, edit or delete (if allowed) your information.
To review or change a different type of information, use your browser's back button to return to the menu.

As a CU Boulder student, it's important to understand your rights regarding access to and disclosure of information in your education record. The Family Educational Rights and Privacy Act (FERPA) affords you the right to:

Inspect and review your education record
Request amendment of your education record
Consent to disclosure of personally identifiable information in your education record
File a complaint with the U.S. Department of Education (Student Privacy Policy Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202)

To review or request an amendment to your record, contact the university office that maintains the record. This does not apply to grade changes, which are at faculty discretion.

Release of Information

Under FERPA, the university may release your education record information if the disclosure is:

To CU Boulder officials who have a legitimate educational interest
To officials of another institution at which you seek or intend to enroll
To authorized representatives of federal, state or local educational authorities
In connection with financial aid you've applied for or received
To an organization conducting studies for or on behalf of the university
To your parents or guardians (if you have authorized consent or are a dependent student for tax purposes)
To an accrediting organization
To comply with a judicial order or lawfully issued subpoena
In connection with a health or safety emergency or other exception under FERPA
To fulfill a request for data that CU Boulder defines as directory information

Directory information is student data contained in education records that would not generally be considered harmful or an invasion of privacy if disclosed. Student data that is not directory information may only be released with your documented consent, including in letters of recommendation.

To authorize third-party access to your non-directory education record information, see CU guest access and FERPA consent to release.

You may restrict the release of directory information by placing full privacy on your record. Please note that students on full privacy are not treated differently than other students within the physical or virtual classroom. Their name, image and email address may appear on screen and in the learning management system, and instructors may call on them by name.

Remote & Online Classes

Recordings of lectures or class meetings are considered education records if students' names or likenesses are displayed or disclosed. Instructors may share these recordings with the class, but not with others without documented consent from each student identified in the recording.

Artificial Intelligence

AI development, its uses and tools are rapidly evolving. AI users at CU Boulder should stay current with campus policies and guidance regarding student data privacy, compliance, security and other AI considerations and implications. See Artificial Intelligence at CU Boulder.
